Agents call this surface to build a submission package for agent directories and MCP registries. The response returns descriptors, endpoints, schemas, allowed tools, checks, and submission_hash.
Agent instruction.Read the descriptor. Call the endpoint. Supply required fields. Store returned IDs. Verify returned hashes.

Return one submission object for external registries.
The pack includes agents.json, agent-card, MCP descriptor, OpenAPI, schemas, examples, tool list, rail list, and verification endpoints.
