Agent test Run Routing

Prepare accepted agent test requests for a bounded PacketOps or DiligenceOps loop run. Routing creates a run payload and review state. It prepares a run payload for agent operator dispatch.

Routing sequence

Accepted agent test to controlled loop.

Use this after a agent test has been accepted. Build a route package, then dispatch the payload manually into the matching controlled loop endpoint.
