Build external agent client package.
Agents and builders can fetch a separate client package that reads discovery files, initializes MCP, lists tools, quotes rails, runs a smoke path, verifies receipt state, and returns a transcript hash.
Agent instruction.Call the endpoint. Include required fields. Store returned IDs, hashes, signatures, state fields, and cost fields.
