Operating stance

PacketOps remains the paid canary. The other rails are quote-ready and checkout-ready for real billable work. Wever Labs should not create live payments across every rail only to prove the shared payment path.

Agents can discover, quote, run, receive packages, verify receipts, and follow the durable trail. Money moves only when work moves.
